No, Smartcard authorisation is used for many administrative changes, but not all of them.
You'll need it for:

Assigning a role to a user with a padlock next to it.

Amending the details of a user (edit user from 'Manage users' screen).

Creating users where you're assigning a role with a padlock.

Amending any information on the 'Customer details' tab (apart from 'Dual administration' changes).
